| As a part of the overall
engineering team managed by Parsons Brinckerhoff, the firm
provided a cost methodology and construction cost estimating
for various alternatives which would be part of a $2.85 billion
program to extend Portland's Light Rail Transit system approximately
25 miles by constructing new corridors to Oregon City and
Vancouver, Washington. Under a separate contract during final
design of the North Interstate Segment, the firm was responsible
for QA/QC and preparation of technical specifications. |

| Dr. Cooper's firm provided
services as part of the project management team led by CH2M
Hill. Responsibilities included the advanced facility planning
for determining layout and sizing of the final process system
and plant hydraulics, construction scheduling of several hundred
individual project elements, value engineering and constructability
reviews, public participation and various presentations to
METRO and City of Seattle personnel. His construction engineers
developed the master schedule for design and construction
phases utilizing "Primavera" software for tracking
of hundreds of equipment procurement and construction tasks
and overall schedule monitoring. |

| Design and construction
management services for various phases and components of a
new $125 million regional sewerage system for the Eugene-Springfield
area. Specific projects included a major pumping station,
a land application facility for irrigation of food processing
wastes, 35 acres of sludge drying beds, construction of a
new regional wastewater treatment plant and major sewer interceptors.
The new treatment facility included a new headworks with automated
trash racks, grit removal and prechlorination.. Project was
funded under a grant from US EPA. |

| Dr. Cooper served as
the leader of an evaluation team responsible for a programmatic
review of a $950 million program to upgrade and expand the
existing sewer system and treatment facilities for Cairo,
a city of 15 million people. Construction of pumping stations,
interceptors, outfalls, collection system extensions and sewage
treatment facilities was completed in 1996. The team reviewed:
the compliance of the construction to program objectives;
design and construction procurement activities; program costs;
construction and equipment procurement problems encountered;
and recommended measures to ensure the project's success.
Future needs were also assessed, particularly in the areas
of construction management and the extent of institutional
support necessary for personnel training in operations and
management. |
