investigating the replacement of the I-5 bridges across the
Columbia River between Oregon and Washington. Options being
considered include a new 3-lane bidirectional bridge with
light rail and modifications to 8 major interchanges. In addition
to the completing the EIS, the project involves the preparation
of 30% preliminary design plans, specifications, and estimates.
CZE is responsible for preparing the Quality Plan and implementing
procedures, conducting audits of ongoing activities, and conducting
document review and design reviews. |

| CZE provided independent
quality control for the replacement of ten bridges at seven
different locations plus interstate maintenance work on a
nine mile segment of the Interstate system north of Roseburg,
Oregon. Two of the bridges span the Central & Pacific
Railroad and three bridges are over streams. CZE was responsible
for development of the Design Build Team’s Quality Control
Plan, design quality control management, construction QC management,
field inspection and all quality documentation per Oregon
Department of Transportation procedures.

Project Title: McKenzie Highway Bridge Replacement

CZE recently provided services as the independent Quality Control Manager for the replacement of two timber bridges on Highway 242, the old McKenzie Pass. The bridges are concrete construction with spread footings supporting precast panels and hot mix AC wear surfaces. Due to the historic location of these bridges, they incorporate custom form panels which leave a surface that is later stained to give the impression of native rock.
The firm was responsible for overseeing field quality control of substructure, superstructure, deck placement, and final acceptance quality documentation. In the course of its responsibilities for construction quality control, CZE interfaced with the Agency PM, as well as directing all QC testing. CZE oversaw day-to-day construction activities on the $800,000 project, and issued and approved NCRs in accordance with the approved Quality Plan and Procedures the firm developed for the project. CZE also coordinated and communicated with Agency PM inspectors, FHWA quality assurance specialists, as well as the contractor, and the U.S. Forest Service. |
Project Title: I-5/Elkhead Road - OR 126/Knowles Creek Design-Build Project

This $42 Million design-build transportation project consists of replacement and repair work on seven highway bridge locations within Lane and Douglas Counties, Oregon. Three locations are on I-5 south of Cottage Grove and four locations west of Eugene on State Highway 126.
The project presented several interesting challenges including detour bridge construction, staged construction, traffic control, roadway/approach design, and hydraulics/fluvial design, as well as numerous environmental and construction management issues such as multiple site construction. Primary project goals are to minimze impacts to traffic on I-5 and OR 126 during peak travel times, balancing earthwork between the work sites, minimal use of retaining structures, public involvement, environmental permitting and offering aesthetically designed structures that blended into the environment.
CZE’s responsibilities include development of the Design-Build Team’s Quality Control Plan and Program, design quality control management, construction quality control management, construction inspection and all quality documentation in compliance with Oregon DOT manuals and procedures, directing all QC testing and inspection of off-site precast concrete beam fabrication. . As a part of the firm’s work, CZE interfaces with the Agency PM, the General Contractor, several subcontractors, the design-build environmental team, and safety and traffic control personnel. |

| CZE provided construction inspection services for this $6.7 million project that included pavement reconstruction, I-205 on-ramp relocation, retaining walls, storm water system relocation and improvements, signalized intersection improvement at 12th Street, construction of 15-foot pedestrian walkways, crosswalks to the Willamette Riverfront, installation of a river-viewing platform, raised medians, and street tree installation. |

CZE worked with two
large multi-discipline design teams to provide design quality
assurance services for final design of a 22-block extension
of Portland’s light rail system in the downtown 5th
and 6th Avenue Transit Mall from Union Station to Portland
State University. QA services included development of Quality
Management Plans and undertaking compliance audits and surveillances
for 60, 90 and 100% completion of architectural, civil, trackwork,
streetscape improvements and ten station areas along the mall. Estimated construction cost was $36 million.

Tacoma International Airport, Third Runway Project

| The Port of Seattle is
building a third parallel runway at Seattle-Tacoma International
Airport to provide two runways for landings thereby reducing
flight delays and giving the airport the ability to remain
efficient in nearly all types of weather. Construction of
the embankment for the third runway began in 2005 and will
require the placement of over 4.6 million cubic yards of fill
material. During 2006, CZE and Kleinfelder will be responsible
for monitoring, inspection and QC testing for embankment work
and building a 135-foot high MSE wall. QC activities include
providing an on-site mobile laboratory and QC inspection and
testing for soils on a 20 hour per day, six days a week basis.

DMJM Harris, providing environmental support to project team
as part of a comprehensive design involving improvements along
a heavily developed segment of State Highway 167 (Rainier
Avenue) in Seattle. Conducted Phase I and II Environmental
Site Assessment along the corridor in anticipation of parcel
acquisition, identified recognized environmental conditions,
and participated in a value engineering study to evaluate
construction alternatives and identify the cost-benefit tradeoff
between approaches. In addition to environmental issues, the
value engineering team considered property acquisition, parking
lot access and modification, railroad bridge improvements,
surface water diversion and treatment, and aesthetics. Prepared
final Phase I report for inclusion in the project design report. |
