Job Description:
Manage the day-to-day activities of construction field staff. Coordinate and manage review and approval of submittals and RFIs. Resolve construction project issues, conflicts, claims and problems. Prepare, estimate, negotiate, document, and oversee contract change orders. Review, negotiate, and process contract pay requests for construction contract. Monitor, review, and provide oversight of contractor’s work for compliance with plans, specifications, and schedules. Monitor quality control requirements; issue non-conformance reports to contractor for corrections; and prepare and issue non-conformance reports and reports for compliance documentation. Conduct planning, preconstruction, coordination, progress, scheduling, and field project team meetings. Review plans and specifications to update appropriate RFIs, trends, submittal and change order logs, make field measurements and maintain as built and red-lined drawing records, review and monitor contractor’s construction baseline schedule, and any subsequent progress, recovery and as-built schedules. Review and negotiate schedule and cost modifications, based on time impacts, prepare and initiate construction bulletins, field directive change notices and unit quantity adjustments. Generate project correspondence and construction documents including serial letters, memos, meeting notes, and other contract documents. Review and provide feedback on plans and specifications for constructability, value engineering, Building Information Modeling (BIM), and mobile technology. Development of quality expectations, Continuous Process Improvement/LEAN, development of front end specifications, review contractor bids, and manage, coordinate efforts and review paperwork necessary for contractors to obtain a Notice to Proceed. Coordinate with agencies to obtain sign off on project permits, manage project closeout processes, including punch list, beneficial occupancy, and substantial completion. Prepare Closeout Memo, attend meetings, participate in site walks, help develop and manage a safe site with project safety team, and process contractor pay requests and manage pay estimate tracking processes.
Education/Training/Experience Required:
• Four years experience in all phases of highway/roadway construction inspection and local street improvement inspection, commercial/industrial construction and/or construction inspection with progressive increase in responsibilities/knowledge.
• Knowledgeable about construction practices; physical characteristics and properties of roadway, structures, drainage, and utility systems construction materials; and the approved methods and equipment used to conduct physical tests of construction materials.
• Ability to interpret plans and specifications and enforce transportation codes and standards; traffic control requirements; safety requirements; environmental requirements; SWPPP compliance; and noise, dust, and erosion control.
• Experience preparing quantity calculations, reading construction stakes, and reviewing force account daily extra work bills.
Preferred:
• Four year degree from an accredited college in civil engineering, transportation engineering, construction management or equivalent.
• NICET certified at Level II or higher with an appropriate Construction Materials Testing field.
• Other certifications such as the American Concrete Institute or the International Conference of Building Officials.
